Who should use the guidelines?

The target users of these guidelines are as follows:

  • Prometric Employee
  • Clients who post information on Prometric website
  • Production company

Users of the guidelines must comply with each corresponding item within the scope of their own responsibilities.

Please refer to the "Website production and operation flow" for an explanation of the scope of work each user will be responsible for.

If it is anticipated that we will be unable to respond, we will consult in advance with the person in charge of operation and updates of Prometric website, including the person responsible for the website, about the reason and the next best course of action.

Composition of each item

This guideline is structured as follows:

Quality Standards

The accessibility of this website aims to be JIS X 8341-3:2016 Level AA compliant and WCAG 2.2 Level AA compliant.

What is conformance?

Conformance means "meeting all the requirements of a given standard, guideline, or specification," and it is necessary to meet all the conformance requirements listed under WCAG principle "5. Conformance." Whether or not conformance requirements are met is confirmed by checking based on verifiable standards called success criteria.

What are conformance levels?

In WCAG (JIS X 8341-3), there are three conformance levels: A, AA, and AAA. Prometric website aims for the second level, Level AA.

  • Level A represents the lowest level of conformance.
    • To achieve Level A conformance, the Web page satisfies all the Level A Success Criteria or a conforming alternate version is provided.
  • Level AA refers to an intermediate level of conformance.
    • For Level AA conformance, a Web page satisfies all of the Level A and Level AA Success Criteria, or a Level AA conforming alternate version is provided.
  • Level AAA indicates the highest level of conformance.
    • To achieve Level AAA conformance, a Web page must satisfy all the Level A, Level AA, and Level AAA Success Criteria, or a Level AAA conforming alternate version must be provided. This is not a recommended goal because it is difficult in all respects, including technical aspects.

In addition, JIS X 8341-3:2016 is a standard that is consistent with ISO/IEC 40500:2012, and its content is equivalent to WCAG 2.0. WCAG 2.2 was built by adding some new success criteria to the success criteria of WCAG 2.0, and is forward compatible. Therefore, this guideline will be explained based on the success criteria of WCAG 2.2.

What is Compliance?

"Compliance" is a notation used to indicate the degree of conformance of the results of testing web content created in accordance with the requirements of JIS X 8341-3:2016, and indicates that "all of the success criteria corresponding to the target conformance level are met." It is defined in the "JIS X 8341-3:2016 Conformance Degree Notation Guidelines for Web Content - April 2021 Edition" by WAIC.
There are three levels of compliance: "Compliant," "Partially compliant," and "Consideration."

  2. Web pages that include content that uses third-party services are excluded from the scope of this policy as they depend on the specifications of the service provider.

  3. Office files such as PDF, Word, Excel, etc., for which Prometric did not create and does not have the right to modify, shall likewise not be included in the scope of this policy as exceptions.

Please note that web pages that contain non-targeted content or that are based on non-targeted content will qualify as partial conformance rather than conformance.

How to proceed

When making a website accessible, even if you perform an accessibility check just before publication and identify problems, because the content and functional requirements have already been finalized, there is very little room for correction, and the problems end up remaining.
Like security, accessibility needs to be planned and factored in from the very beginning of your website's development.
We will check the accessibility requirements along each process (flow) of website production.

The same is true for the time you continue to operate your website after it has been published. When updating a website, it is important to continue working on it while incorporating the requirements, just as you would when creating a new website.

There are various approaches to website production, but in any case, accessibility can be maintained by incorporating requirements into the planning and production process and having a system in place to check that progress is being made as planned.

Website creation and operation flow

In each process, in-house staff or production companies will create and operate web pages according to requests and instructions from the website owner. In this guideline, the process of website production is divided into "planning and requirements definition," "information design and content preparation," "visual design," "development," "implementation," and "publication and operation."

To enable each person to understand the scope and content of work for which they are responsible, we have provided labels for each unit and item explained in the main text under the headings, indicating the person in charge (production requests and development/operations).

Description of person in charge

The target users of this guideline can be broadly divided into two roles (responsibilities) based on the main tasks that each of them will be responsible for.

Production request manager

  • Plan Prometric website and create content (manuscripts)
  • Clients who provide content to be posted on Prometric website

We plan the content of Prometric website, provide the requirements for structuring, and provide the scripts for production. We also include the person in charge (owner) who gives instructions regarding production and operation.

Development and operations manager

  • Production companies and in-house staff in charge of CMS development and web page production
  • Production companies and in-house staff in charge of website operation and maintenance
  • A production company or in-house production staff member who receives manuscripts from production requesters and is responsible for producing media content such as web pages and videos.

This refers to the people who are requested by Prometric website staff to carry out the actual work of visual design, UI design, front-end development, webpage revision and maintenance related to Prometric website. It also includes those who create media content such as videos and images.
